(Chinhphu.vn) – The Vietnamese Ministry of Labor, War Invalids and Social Affairs and the Finnish Ministry of Economic Affairs and Employment signed a Memorandum of Understanding on promoting the sending of Vietnamese experts, skilled workers, and seasonal workers to work in Finland.
On January 13 in Hanoi, Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung and Minister of Employment, Ministry of Economic Affairs and Employment of Finland Arto Olavi Satonen signed a Memorandum of Understanding (MOU) between the two ministries, thereby establishing a partnership on labor migration between the two participating parties within the respective competences of each party and in accordance with current laws, procedures, resources, and respect for international rules and standards.
The MoU is the basis for sustainable and mutually beneficial cooperation, the foundation for promoting the sending of Vietnamese experts, skilled workers and seasonal workers to work in Finland in a transparent, sustainable, ethical manner, against exploitation and abuse, in accordance with the laws of the two countries. This Memorandum of Understanding is valid for 5 years from 2025 to 2030.
Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung highly appreciated the cooperation results between Vietnam and Finland in recent times. According to the Minister, the relationship between the two countries is gradually shifting from development partners to mutually beneficial cooperation and this friendly relationship is increasingly developing well with visits by senior leaders of both sides.
Regarding information about Vietnamese human resources working abroad, Minister Dao Ngoc Dung said that in recent years, each year Vietnam has sent nearly 160,000 workers to work abroad (159,986 workers in 2023, nearly 159,000 workers in 2024) and currently there are about 700,000 Vietnamese workers working in 40 countries and territories, with more than 30 different occupational groups.
Since the end of 2023, the Ministry of Labor, War Invalids and Social Affairs has approved the registration of 3 Vietnamese service enterprises with contracts to supply 134 workers (including 65 women) to work in Finland. Up to now, 55 workers have gone to work in Finland, with a stable income of 1,500 to 2,000 EUR/month, good working conditions and social welfare. On the Finnish side, Minister of Employment, Ministry of Economic Affairs and Employment of Finland Arto Olavi Satonen expressed: "Finland wishes to strengthen cooperation between the two countries to help international businesses and professionals connect with each other. We are committed to supporting employers and professionals to ensure they have favorable conditions for successful recruitment. Maintaining ethical standards and smooth recruitment processes remain our top priorities. Finland affirms that it will continue to be a reliable partner in international recruitment, while providing a high quality of life and diverse career opportunities."
Minister of Employment, Ministry of Economic Affairs and Employment of Finland Arto Olavi Satonen led a delegation to visit Vietnam from January 13 to 15, 2025 and attended many events in Hanoi and Ho Chi Minh City, aiming to promote the Finland - Vietnam relationship. The visit opens up extensive cooperation directions and career opportunities in Finland for Vietnamese workers in areas such as technology, industry and healthcare. Minister Satonen was accompanied by the Mayor of Helsinki and leaders of corporations, businesses and service organizations in the labor market.
